The battle within: Kim moves to clip the army's political wings

Article Abstract:

South Korean Pres Kim Young Sam recently demanded the dismissal of two top generals. To reduce the military's power in the civilian government, Kim targeted two members of the influential Hanahoe society, a secret fraternity of elite generals. He also is consolidating military intelligence units and divesting them of the right to conduct surveillance of universities, the media and political parties. Critics question his timing, as tensions with North Korea have reached their highest level since 1976, and his understanding of the military elite.

Enter the experts: a new breed of politician challenges the old guard

Article Abstract:

The talented and well-qualified technocrats standing for mayor of Seoul in the June 27, 1995, elections evince the increasing quality of S Korea's elected officials. They include the ruling Democratic Liberal Party's Chung Won Shik, the opposition Democratic Party's Cho Soon, and independent challenger Park Chan Jong. A related but separate trend is the regionalization of the country's politics, with different parties becoming more firmly linked to particular areas; a parliamentary system could counter that trend.
