The end of the beginning: in the eyes of the world, what happens to Hong Kong one year from now will bring great credit to China - or great shame

Article Abstract:

How China handles its takeover of Hong Kong in 1997 will both direct a vast human drama and signal what sort of government and country it is becoming as the 21st century dawns. While China certainly does not want to do harm, its vast differences will make some conflict and trouble almost inevitable. The rule of law, a pro-market rather than pro-business philosophy, low taxes, and significant press and speech freedoms could all be jeopardized. China stands to gain great credit for success or great shame for failure.

Article Abstract:

Governor Christopher Patten's plan to introduce greater democracy in Hong Kong, has elicited strong protests from China's leaders. Patten's proposals are in keeping with the 1984 Joint Declaration signed by China and UK, and opinion polls show that they are supported by the people. His proposals are a good beginning toward a possible pre-1997 coalition government with elected representatives.

Article Abstract:

Hongkong Gov Chris Patten expects to stay in office through 1997, in spite of Chinese official Lu Ping's charge that he is a criminal who ought to be recalled. Patten feels secure in his position, and is not worried about his image. Patten feels that his reform proposals are sensible enough that China will not undo them in 1997.
