Brazilian president Fernando Henrique Cardoso's efforts to lead his country out of an economic slump are being staggered by the lack of progress in social security, civil service, and tax reform. Critics blame the Brazilian Congress for holding up the reforms in those areas.

Argentine Pres Carlos Menem dismissed Cavallo because his policies clashed with those of the ruling Justicialist party. Cavallo likes privatization and free trade while Menem's party favors populism, protectionism and liberal economic spending.
