Article Abstract:

Elections have been held for local government, and for new assemblies in Scotland and Wales. The Conservative Party did not perform especially well, but has done well enoughfor the leader, William Hague, to retain his position. The nationalist parties performed well in Wales and Scotland, and this may be partly due to a protest over the Labor party's move to the political right. The Labor Party may be considering an alliance with the Liberal democrats, and a systm of proportional representation, yet the protest vote may indicate that this move would be unwise.

Muscling in

Article Abstract:

California held its primary election in Jun each year until 1996, when the date was changed to Mar 26. The date will be changed yet again to the first Tuesday in Mar. A further five states plan a similar move, with more likely to follow, and a national primary will be created. Supporters of the move argue that national issues will have to be addressed by candidates. Critics are concerned that well-known figures are likely to receive most of the attention, but outsiders will have less of a chance.

Seventh wonder

Article Abstract:

Nepalese elections in May 1999 have resulted in a probable majority for the Nepali Congress, which could provide a decisive government after fice years during which problems have arisen as a result of a fractured parliament. Nepal lacks a green revolution, has a low level of literacy, and access to electicity is enjoyed by only 15% of the population. There was a 60% turnout for the election, which indicates that Nepalis see democracy as able to provide good government.
