Thinking the unthinkable

Article Abstract:

The finance ministers from 13 countries assembling at the meeting of South Korea decide to take what history will judge to be the first step on the long road to Asian economic and monetary union. A proposal to unify existing bilateral agreements for lending foreign reserves and create a single multilateral facility across East Asia is described.
