Newly elected governor Pedro Rossello believes that economic prosperity depends on stronger relations with the US, and he expects a 1993 referendum to favor statehood. But polls show that 48% of the population is against statehood.

The US Congress must approve fast-track trade-negotiating authority if the US is to influence the Doha trade talks. Fast-track authority, now known as Trade Promotion Authority, could help both the US and poorer nations.
