Tung-tied Hong Kong

Article Abstract:

Obstacles to democracy in Hong Kong arise from the policies of Tung Chee-hwa, chief executive. Hong Kong's tycoons argue that they pay taxes so should have more say in government than the prople as a whole. This is untrue, since people who do not pay income tax pay indirect taxes. There is a need for greater democracy in Hong Kong, and for a broader tax base to tackle fiscal problems.

Several political factors cloud China's economic integration of Hong Kong, which becomes formal on Jun 30 1997. Pro-democracy leaders in Hong Kong, such as exiled Chinese Communist Central Committee member Xu Jiatun and businessman Martin Lee, make China's leader Deng Xiaoping suspicious of the reunification process.
