Article Abstract:

Testimony provided before the National Commission on Terrorist Attacks Upon the United States indicates that administrations under both Bill Clinton and George W. Bush failed to pursue Osama bin Laden aggressively, opting for diplomatic instead of military tactics. Current Secretary of State Colin Powell and former Secretary of State Madeleine Albright believe their administrations acted appropriately given the information available.

U.S.-U.K. talks fan hopes for plan to ease debt load

The United States and Britain are in dialogue over debt relief for developing nations and increasing foreign aid. The Bush administration advocates a complete write-off of $40 billion in world debt that 33 countries owe the African Development Bank and the World Bank. The United Kingdom advocates relief from debt payments.
