Article Abstract:

Cogentrix Energy aims to build a $1.1 billion thermal power plant in Mangalore, India. The company faces opposition from environmentalists and bureaucratic and legal obstacles. This is seen as a test case for the liberalization of the Indian power industry. Mangalore faces a chronic power shortage and is dependent on monsoons due to the importance of hydro-electric power. Cogentrix has renegotiated a contract with Karnataka Electricity Board but concessions made by the company have not helped in its dealings with senior bureaucrats.

Patten's problem: talks with China enter a crucial phase

Article Abstract:

UK Foreign Sec Douglas Hurd and Chinese Foreign Minister Qian Qichen will meet on Jul 9, 1993, to discuss Hong Kong governor Christopher Patten's plans for democratic reforms. Political analysts differ on whether the high-level talks are a sign that Britain is ready to back down. Hurd has stated that he will clarify UK's stand on free elections but will not negotiate, and Patten has threatened to introduce his reform bill in Hong Kong's Legislative Council if an agreement is delayed.

Tea for two: Sino-British talks held behind closed doors

Article Abstract:

The first round of talks between British and Chinese representatives on Hongkong's political future were held in Peking on Apr 22-24, 1993. These negotiations made little headway but were not expected to since China and Britain are far apart on what sort of democratic system should be set up in Hongkong before the Chinese take possession of it in 1997. China opposes British plans for elections but has made no alternative proposal. The second round of talks will begin on Apr 28.
