A surprising by-election loss on Mar 25, 1995, sobered Australia's Labor Party and Prime Minister Paul Keating. The Liberal Party's success in the capital, Canberra, more than offset its expected losses in New South Wales. Pundits quickly branded the Liberal victory a rebuke to Labor for ignoring voter concerns, chiefly fears among home-buyers of higher interest rates. As Labor leaders fumed and argued, opposition chief John Howard won recognition as a viable leader for a party out of power since 1983.

New Prime Minister Paul Keating's triumph is more indicative of the unpopularity of John Hewson's economic program rather than massive support for the former. Despite heavy backings from major business and industry groups and citizen discontentment with the incumbent government, Hewson failed to appeal to the millions of voters in the country. The loss also reflects the flawed political machinery ofthe Liberal Party and the unpopularity of the GST both in Australia and Canada.
