Where to in the revival of British regional planning?

Article Abstract:

Regional planning has again become acceptable, after government rejection of the concept in the 1980s, and there is a need to develop a structure which is appropriate for the 1990s. A dual planning system could be set up, which would be able to adapt to future forms of government organisation. Such a system would be based on two complementary bodies for each region, a planning commission and a standing conference. Despite the possibility of rivalry between the bodies, such a system could increase the sophistication and efficiency of British regional planning.

People, households and houses: the basis to the 'great housing debate' in England

Article Abstract:

One of England's most controversial planning issues at the end of the 20th century is the rise in the number of new households expected by 2025. Figures suggest that 4.4 million households will be formed between 1991 and 2016. Such a growth is furiously resisted by environmentalists and local government, particularly in southern England. The technical background to the issue is explained and an outline of how the housing requirement is met by the planning system at local, regional and national levels is presented.

Modalities of planning: a reflection on the persuasive powers of the development plan

Article Abstract:

The relationships between plans and their external environments are investigated and the extent to which plans shape the social contexts in which they operate is analysed. A case study is used to illustrate these general points and shows how various actors, legal texts and government statements affect the plan.
