International agreements are the most effective way to deal with environmental problems that are shared by countries. International pressure can compel polluters to end their offenses, while countries who bear the greatest economic burden for environmental protection can be financially rewarded by others.

Differing environmental standards for products may complicate international trade. Protectionism and lost competitiveness are two possible results. Environmental priorities vary the most between developing countries and wealthy, industrialized nations.
