Richard Preis and Tommy Spinosa are considered risk takers, they are proposing something that is believed to be unprecedented for a downtown that still in the initial stage of revitalization. Preis had said in August that the construction of the RiverPlace high rise will begin in November, now has been moved to spring of 2008. The delay had caused people to gossip about him, and the same is being done to T ommy Spinoza's Perkins Rowe Development .
