Accountancy professionals in the global classroom

Article Abstract:

The United Nations Conference on Trade and Development (UNCTAD) and the World Trade Organization (WTO) are both working on developing international accounting qualification standards. UNCTAD has assembled a team of technical advisers to examine the practical issues of a global qualification model. The establishment of a benchmark for a common level of competence throughout the world would be specially beneficial for developing countries and economies in transition. It would strengthen the accounting profession in these countries, enhance the value of their respective national credentials, and accelerate negotiations for mutual recognition. In a separate project, the WTO is working on mutual recognition of professional qualifications to facilitate trade in professional services. It is developing guidelines and recommendations on the issues of domestic services regulation, mutual recognition and the use of international technical standards.

A single securities market too?

Article Abstract:

The stock exchanges of the European Community (EC) , which account for approximately 20% of the world equity market, are troubled by problems of fragmentation, overcapacity, and disruption by innovation. Many of the exchanges suffer from a lack of liquidity and substandard settlement and transaction procedures. Rationalization could solve the problems arising from the different laws, regulations, tax systems, and differences in technology that characterize the EC market as a whole. A central European equities market would relieve these problems and ready EC capital markets for the single European market of 1992. A central market would EC stock exchanges and offer the advantages of standard information base and settlement and clearing procedures. London's Internal Stock Exchange, with its national SEAQ International System, is the the likely candidate for a central European equity market.
