Accounting principles - is judgment dead?

Article Abstract:

Accounting standard-setting is increasingly becoming more detailed and prescriptive. Rather than developing principles of accounting practice, regulatory bodies seem to tend to favor rules. This is evident in the works of the UK's Accounting Standards Board, the Urgent Issues Task Force and the Financial Reporting Review Panel, as well as the International Accounting Standards Board, whose recent work provides prescriptions on how to deal with accounting issues. This growing shift from principles to rules is not favorable to the accounting/auditing profession because it eliminates the need for the professionals' judgement, and threatens their authority and their ability to attract and retain quality personnel.

The Inland Revenue is concerned about chartered accountants who submit tax work that is below standard, and is seeking to remedy the situation by educating the professionals rather than disciplining them. The strategy for improving competency is discussed.
