Banking privatization in Israel, 1983-1994: a case study in political economy

Article Abstract:

Israel did not adopt the typical stance of countries faced with a banking crisis and the need to restructure the system during the stock market panic in 1983 triggered by a potential dissolution in bank equities. While the usual moves are rapid nationalization and government operation of the nationalized banks, Israel conducted nationalization in a protracted manner, while it developed a strategy to stall the takeover. The strategy involved indirect lending to the banks to acquire bank stocks from the public. It acquired the banks only in 1993 when the loans matured and the banks failed to repay them. It did not also replace bank management during the period.
