The slow boat to Europe

Article Abstract:

Turkey has been attempting to join the European Union for most of the 1990s, but EU members are concerned about Turkey's poor human rights record and its deteriorating economy. The European Commission recommended in Nov 1999 that Turkey be placed on the candidates' list, but full membership remains years away.

South Africa: getting into GEAR

Article Abstract:

Govan A. Mbeki, South Africa's new president, is planning to institute an economic program called Growth, Employment, and Redistribution (GEAR). Analysis of this plan suggests it is more a macro-economic discipline rather than redirecting a national economy toward growth.
