Canada must spend millions to repair crippled sub

Article Abstract:

The damaged Canadian submarine HMCS Chicoutimi is expected to cost the Canadian navy anywhere between US$ 8 to $12 million in repairs. The board of inquiry could not hold anyone directly responsible for the fire though the decision by the sub's commander to keep both hatches open in the course of maintenance work in rough seas is considered by some to have been reckless.
