Cooperative egagement (must be) for the CO

Article Abstract:

The Cooperative Engagement Capability (CEC) is a new data distribution network that assigns anti-air warfare, sensor, coordination and weapons data among cooperating military units. As such, the CEC represents a critical catalyst for revolutionizing naval battle group operations. It would be a mistake to deploy CEC as a technique for battle group commanders to exercise direct control over theater operations. If its essential function is to bolster the warfighting capabilities of the unit- level commanding officer, the CEC would become an invisible hand that would lead the Navy to promote battle group operational effectiveness.

Article Abstract:

The breakup of the Soviet Union and other changes in the geopolitical arena have permitted a review of the nuclear deterrence capability of the US. This development has allowed the nation's nuclear forces to be removed from hair-trigger alert status, a condition that was necessary during the Cold War in order to communicate the threat of guaranteed response. The scenario for the future is a deterrence system anchored on the ballistic missile submarine, the most survivable and most effective weapon in the nation's arsenal.

Restore the focus on technology

Article Abstract:

The US has maitained its reliance on advanced technologies to power a smaller but more effective military force. The focus on a leaner force is a test of the viability of the force multiplication which requiries high training level, greater per capita operational tempos and more advanced future weapons systems. Failures in space-launch and ballistic-missile- interceptor tests demand basic research-and-development infrastructure at levels that are concomitant with people's responsibility to the nation.
