Did amakudari undermine the effectiveness of regulator monitoring in Japan?

Article Abstract:

A study of the Japanese financial system is presented with emphasis on the role of the amakudari or the relationship between the regulator and bank. The effectiveness of monitoring financial systems by the regulator is shown to be affected by this relationship.
