Have permanent endowments been permanently endangered?

Article Abstract:

United Kingdom charity investment income has been affected by the removal of the ACT credit in 1997. Companies have changed their attitudes to finance, and rights issues have become less common. A rise in debt finance may mean disappointing dividend income. Income from government securities is fixed, and this does not allow charities to boost their income. Charities may want to realise profits, but permanent endowment charities are one type that is unable to do this.

UK charity trustees should aim to avoid risks. Losses can affect goodwill toward charities, which depend on goodwill for donations. Trustees have to balance the need for income with the need to protect capital. They can reduce risks through diversification. External risks can also affect charities. Such risks include changes in the law which may affect a charity's tax status. Other external risks include changes in inflation or interest rates.
