Article Abstract:
China's banks are overstaffed and inefficient, and 85% of their loans are not recoverable. Reforms are needed to avoid waste and high inventories. China's plan calls for support to 1,000 state controlled enterprises, and allowing the rest to merge, restructure, or go bankrupt.
