Mandated performance measurement: a help or a hindrance?

Article Abstract:

Performance measurement is crucial to organizational development. This relationship was fully recognized by the Clinton Administration, thus, the implementation of the Government Performance and Results ACT of 1993 (GPRA). However, too much effort to mandate the use of performance measurement in the public sector can also be counterproductive. Certain evidences point to the use of performance management to have further control of the bureaucracy such as the oppositions to GPRA-like measures in the US and Canada. Other issues in the use of such measures are accountability and communications.
