On war: it's not just a military affair anymore

Article Abstract:

Going to war in the 21st century will likely not include a declaration of war and will generally exclude a clear definition of objectives from the political leadership. Thus, classic theories of war will not work in this era as they did in the 20th century. Furthermore, the emergence of precision weapons will present operational, moral and ethical dilemmas to those who will use them. The scope of the formal and informal education of naval officers must therefore be expanded even further to include a better grasp of the classics of war, where they can and cannot be applied, and where sources sources can be accessed that would provide a more relevant explanation of future wars to be fought and the methods to best conduct these wars.

The leaders must lead

Article Abstract:

The Navy continues to experience a crisis in personnel retention, with officers and sailors leaving the service for civilian employment. Bonus plans, monetary incentives and other initiatives to improve quality of life for sailors and their families have been developed. It is argued, however, that the Navy leaders have largely ignored the major issue of poor leadership that has forced many the leave the service. It is crucial for commanding officers to become mentors and to make a better effort at reinforcing the positive aspects of the naval service on a daily basis.

Life after DoDth

Article Abstract:

The end of the Cold War has eliminated the Defense Dept's reason for being. Its relevance, therefore, has declined steadily since 1992, with significant implications for the Navy. The Navy Dept must therefore find its place in a new global environment where security rationales are subordinate to economic imperatives. It should consider the Navy beyond merely ships and sea control, and envision its possibilities in terms of the sea, space and the Internet.
