Pressure to put more heart into accountability

Article Abstract:

There is an increasing amount of interest in improving the regulation of charities by government and professional bodies. The Commons Committee of Public Accounts issued a report critical of the accounting procedures of charities, citing defects such as: charities failure to submit annual accounts; the lack of professional auditing of submitted accounts; and the lack of a general requirement for a charity accounts to be audited. The Home Office White Paper on charities includes proposals to improve charity accounting, such as: requiring charities to submit annual account statements to the Charity Committee; introducing requirements regulating the content and auditing of charities financial accounts; and making charities' financial statements available to the public.

Borrowings are remarkably high

An analysis of the NHP's corporate reports indicate that the firm had a history of high borrowing for FY1999. Topics include a review of shareholders' collections, and current value of nursing care real estate properties.
