Credit Lyonnais is seeking to renegotiate a financial arrangement with the French government prior to releasing its interim results in Sep 1996. The bank's chairman, Jean Peyrelevade, could be removed from his post due to his opposition to the Treasury. Credit Lyonnais has made a loan to a recovery vehicle that has taken on its bad debts, and the low rates of this loan have affected the bank's finances. Other French banks argue that state aid to banks should be limited since it represents unfair competition.

Leopold Joseph is a private bank that operates in a market with growth potential, according to Merrill Lynch, which forecasts a 14% growth rate for private banks for the decade from 1999. The company is the only private bank that is quoted, and could attract a bid. The bank has avoided bad debts by developing relationships with clients. Leopold Joseph's profit is forecast at 2.6 million pounds sterling for 1999-2000, rising to 3.1 million pounds for the following year, according to Beeson Gregory.

Modest beginnings but growing all the time

The Slovenian banking industry has been restructured through the Bank Rehabilitation agency, This has meant tackling problems of bad debts, recapitalization and placing an emphasis on customer service. Privatization of Slovenia's banks will depend on additional factors outside the banking industry such as lower foreign currency reserves, increased flexibility for rehabilitation bonds, and a decision on Slovenia's share of foreign debts of former Yugoslavia.
