Article Abstract:
The criticism made by Gerard Berube regarding the results of the survey of the Ordre des comptables agrees due Quebec (OCAQ) on the public indebtedness of Quebec citizens is weakened by his contention that the per capita results are not accurate basis of indebtedness. Per capita calculations of indebtedness have become the norm in accounting government expenditures, since they bring the figure closer to the concern of the citizenry. The result also lends the indebtedness figure an intergenerational aspect, which would drive home the point to taxpayers.

Article Abstract:
The differences in thinking and opinion between Quebeckers and other Canadians continue to plague the country in spite of sincere attempts at a constitutional compromise acceptable to all. Dealing with Quebec as a distinct society while enticing it to remain as a part of a united Canada has proven to be a daunting task. Much of the problem stems from centuries-old enmities between French and English Canadians that have remained in spite of many attempts to neutralize it.
