Article Abstract:

The Joint Chiefs of Staff, in a hearing before the US Senate Armed Services Committee on Sep 29, 1998, admitted that all branches of the nation's military services are facing a crisis in readiness. The same leaders, who testified in Feb 1998, to the military preparedness of the organization that defeated Iraq in 1991, have admitted to the declining readiness for war of US forces. This decline has been traced to such factors as outdated styles of training, education and leadership as well as lack of cohesion.

Readiness is more than numbers

Article Abstract:

The C-130 fleet offers a good case study to frame larger readiness problems in terms of operational tempo, parts shortages and personnel issues. Since 1998 the availability of HC-130s has declined from nearly 80% to about 60%. Operational tempo, which is one cause of this problem, is in turn causing parts shortage. Since 1995, C-130 parts unavailability has increased steadily to about 16%. Likewise, parts shortage transmutes into personnel pressures, which will consequently affect retention.
