Understanding strategic decision making in the context of international space activities

Article Abstract:

Understanding the strategic decision-making processes of national space organizations with focus on the effect of national and corporate culture on decisional behavior is essential for the success of international partnerships in space ventures. Observation of past and present experiences reveals the interests and motivations of involvement in space activities. It enhances the ability to predict the partner's behavior. This information can help in the prevention and control of problems which may occur in the decision-making process.

Learning 'smaller, faster, cheaper' from the Applied Physics Laboratory

Article Abstract:

Johns Hopkins University's Applied Physics Laboratory has been able to develop and flourish under a 'quicker, cheaper, smaller' space R&D philosophy developed by its space department founder because of the constraints it must work with in applying for government projects. This approach played a pivotal part in influencing NASA's Discovery Program and has directed other, smaller space projects successfully. Using APL's R&D method, these programs have been accomplished ahead of schedule and below the targeted budget.

Hermes: learning from our mistakes

Article Abstract:

The European Hermes program is analyzed to identify the major programmatic, organisational and technical difficulties encountered and solutions are derived to avoid such mistakes with comparable future programs. Most of the deficiencies are due to a few fundamental problems. A brief description of the important results and recommendations is presented for programmatic, organizational, and technical areas.
