Who gains, who pays?
Article Abstract:
Statistics on the distribution federal receipts and expenditures in different regions of Canada in 1992 were examined to evaluate the economic benefits of federalism. The results show that the three richest provinces contribute about 4% of their GDP to the poor provinces. However, the rich provinces benefit from federalism via economies of scale, a national market and reduced interprovincial migration. However, federalism may also be perpetuating a state of dependency in the poor provinces.

How does our garden grow?
Article Abstract:
Economies can be viewed as gardens subject to seasonal variations and where businesses serve as plants and governments act as gardeners. Using this perspective, the world's leading economies, namely the US, Germany and Japan, are compared with Canada in terms of GDP per capita. Canada, which ranks second to the US in GDP, has the advantage of being located in the economically fertile North American region and should take steps to maximize this edge.
