Arrowhead East and West- trying again

Article Abstract:

The Arrowhead tunnels are an integral part of the Inland feeder project, which is a high-capacity water delivery system designed to increase Southern California's water supply reliability. The history of the construction of this project has been rather difficult due to the water ingress problems halting the construction activity, and a recent setback due to one of the tunnel portals being inundated in a mudslide.
