Does the Postal Service suffer from MIDS?

Article Abstract:

The US Postal Service (USPS) seems to be exhibiting symptoms of 'Microchip Immune Deficiency Syndrome (MIDS),' described in Thomas L Friedman's book 'The Lexus and the Olive Tree.' MIDS is a situation in which companies consistently fail to improve productivity and are too slow to respond to the challenges of the real world. Among the solutions suggested to remedy the USPS' problems is drop-entry discounts for First Class mail. This incentive would reduce the volume of two-day and three-day servica area mail in its system.

Reform: I just don't get it
