Tougher penalties for construction firms whose employees are killed or injured at work were tabled by John Prescott at the safety summit in London, February 2000. Government safety targets and employers', unions' and safety officials' responses are discussed.

Issues are presented concerning the influence which the Human Rights Act is having on the decisions made by planners and developers. The High Court ruling which declared planning law to be incompatible with the Human Rights Act is discussed.
