Article Abstract:

The Nolan Committee published a report in mid-Jul 1997 which looks at the conduct of local government, giving particular attention to how planning activities are carried out. The report rejects the idea that planning should be regarded as a technical exercise, and states that planning officers should not take it for granted that their opinions are respected by planning committees. It recommends that planning committee members place considerable emphasis on their right to look at planning decisions in a political context.

More housing developments in city areas of the United Kingdom are inevitable. Government plans to reduce minimum car-parking requirements in urban sites will provide up to 40% extra space for housing. Developers will build smaller housing units if the minimum dimension requirements for social housing are reduced. Urban residents on low incomes will live in crammed conditions if the trend continue.

Roger Milne: with the High Court judge ruling so conclusively for Berkshire against the HBF, will other counties follow suit and reject recommendations on homes? (Building Homes)

Article Abstract:

A High Court judge has ruled against the HBF's recent challenge of Berkshire's housing provision of 40,000 new homes in the structure plan. The argument that the council had acted irrationally was rejected and the HBF now wants to see major changes to a planning system which it sees as weighted towards local authorities.
