Many manufactured home community owners have adopted a submetered approach to the provision of utilities to obtain higher returns on investment. Although it increases the paperwork burden of community operators, submetering allows them to deal with water and sewer rate increases in a simple, fast and cheap manner. For residents, submetering ensures fairness in utility payments and reduces their occupancy costs.
