Second-hand car trap

Article Abstract:

Failure to register a car with the Driver Vehicle Licensing Agency (DVLA) when it passes to a new owner can lead to the previous owner of the car being held responsible for parking fines incurred after the car has been sold. The DVLA currently passes details of car owners to the police and local authorities, and will supply the name of the last registered owner, even if computer records indicate that the car has since been sold. It believes that a new registration procedure, which will operate from 1997, will overcome this problem.
