Article Abstract:

A draft Civil Service Law is being proposed as a replacement for the 1973 Federal Law No. 8 of the United Arab Emirates. The proposed legislation removes the previous distinction between civil servants and adopts a single term, 'officers,' to describe all workers in the public sector. The new law will allow members of the Cabinet to pass resolutions that set the specific grades for all civil servants. The Cabinet will also be free to promulgate general laws governing civil service.

Draft engineering consultancy law

Article Abstract:

The United Arab Emirates (UAE) Ministry of Public Works and Housing is examining a draft law to monitor engineering consultancy. The draft will pass through the Ministry of Justice and the Federal Cabinet before reaching the Supreme Council, which will give the final approval. Requirements and qualifications of engineers and engineering offices are specified in the draft. It also mentions the penalties in the event of violation of the law.

Charging for the Health Service

Article Abstract:

Reports from the 'Think Tank' are suggested by ministers on subjects causing problems to the cabinet. Available options are outlined and analyzed for the transfer of the financing of the National Health Service from the taxpayer to the user. The means of raising the revenue would be from charging the patient directly. Only one acceptable option emerges: a moderate charge for all hospital and general practitioner visits.
