Article Abstract:

Analysis of the approach of using special economic zones as response to lack of institutions constraining government expenditure and pressure to satisfy social expenditure requirements reveals that the the low equilibrium trap can be avoided by transition economies. Privatization was the more preferable reform as compared to price liberalization in a mixed economy for a representative agent economy. However, this finding is not applicable to an economy wherein groups of population are distinguished by the level of income.
