Bank supervision Russian style: evidence of conflicts between micro- and macro prudential concerns

Article Abstract:

A case study of the Central Bank of Russia analyzed the problems involved inn managing the micro and macro prudential aspects of the stability of the bank. Micro prudential issues include rule-based implementation of standards, while macro prudential management involves license withdrawal of large banks. Conflicts between the two prudential supervisions are investigated.
