Comment on H. Bjurek, U. Kjulin and B. Gustafsson, "Efficiency, Productivity and Determinants of Inefficiency at Public Day Care Centers in Sweden

Article Abstract:

An analysis of research findings describing day care centers in Sweden is presented. The analysis suggests that techniques used for earlier reserach are more adapted for manufacturing than social service efficiency measurement. Initial research also discounted the role of Swedish families and their effect on labor supply, did not integrate non-parametric measures with case study methods and failed to explain variations between families within and outside of the system in setting conclusions.

Efficiency, productivity and determinants of inefficiency at public day care centers in Sweden

Article Abstract:

A study was conducted to evaluate differences in efficiency and productivity across day care centers in Sweden. The study employs nonparametric measures based on data envelopment analysis and applies Tobit model assumptions to determine efficiency and inefficiency variations. Around 200 day care centers in Gothenburg, Sweden are examined from 1988 to 1989. Results show that annnual output increases between 10% to 15% can be expected from day care centers.

The Malmquist total factor productivity index

Article Abstract:

A total factor productivity index is derived from the Malmquist input and output quantity indexes to determine the index's properties with reference to the definition of productivity. Productivity refers to the ratio between output quantity and input quantity indexes. The Malmquist total factor productivity index accurately measures productivity changes by considering returns to scale as a variable.
