Interest groups, selective incentives, cleverness, history and emotion: the case of the American Soybean Association

Article Abstract:

The use of legislative lobbying services and promotion of a generic commodity that aids producers is an example of a high exclusion cost good which provides the opportunity for free riders. However, a simple cross-sectional comparison of the characteristics of successful and latent interest groups is not enough to gain knowledge of how they solve the free rider problem. The history of the American Soybean Association indicates the use of several strategies through time. History, negotiation, political entrepreneurship and cleverness are essential in determining interest group success and selective incentives.

The Susquehanna Alliance in Harrisburg, PA, was formed in 1994 by local business interests to improve business services and boost economic development in the area. The alliance has six major operating divisions" The Capital Region Chamber of Commerce, the Capital Region Economic Development Corp., the Venture Investment Forum, the Leadership-Harrisburg Area, the Capital Area Minority Development Corp. and the Technology Council of Central Pennsylvania. The alliance has 3,900 individual members and an operating budget of more than $2 mil.
