Article Abstract:

A settlement is possible in the Middle East if only the leaders would behave rationally. Since the Palestine Liberation Organization (PLO) has been split, those factions willing to accept Israel may be able to work with other Middle East leaders. Israel's new leader, Yitzhak Shamir, is more open to negotiation.

Yasser Arafat's leadership of the Palestine Liberation Organization (PLO) is over. Syria has been trying to control the PLO since they expelled Arafat in June 1983. Prospective PLO leaders are considered.
