Local public goods and Jim Crow

Article Abstract:

Research indicates that racial discrimination occurs within a community when a limited amount of public goods are available. The community aims to protect its lot by limiting the size of its population. Race and other discriminatory factors including religion, language and skin colour are used to differentiate between community members and outsiders.
