Measuring investment in education

Article Abstract:

Evaluating educational investment in terms of resources or spending is unlikely to reflect on the quality of education. Enhanced school resources which are characterized by minimal competition and the absence of performance incentives will achieve little by way of improving student performance. A fundamental restructuring through the introduction of performance incentives into the school system is likely to achieve the desired student outcomes. In terms of policy, therefore, the first priority in education should be to restructure and enhance ways of utilizing existing resources.

A symposium on 'Primary and Secondary Education' emphasizes on the impact of levels of educational resources on student outcomes. The way the educational financing structure optimizes the equity and efficiency of the educational system is also the focus of the symposia. The importance of primary and secondary education lies in providing the basic skills that allow individuals to go in for higher education and training. Both the issues of school resources and educational funding structure, are critical for the development of a sound national education policy.
