Meeting infrastructure needs: public/private partnerships, questions of public policy

Article Abstract:

Public/private partnerships and direct private participation are the most viable options for physical infrastructure development in Jordan, Gaza, the West Bank, and Lebanon. The public sector of these countries do not have the means to finance the improvement and development of public utilities and main public works. To ensure success in using the alternative options, policies regarding public/private partnerships and private sector participation should be clear, comprehensible and consistent. There should also be mechanisms to protect public interests.

Gaza impressions: signs that economy is turning a corner

Article Abstract:

Gaza's economy is on the upswing in 1995, as evidenced by increases in private sector and international investment, plans for housing developments and industrial zones, an upward GDP trend, and decreasing inflation. This $1-billion economy, while closely linked to Israel, is benefiting from increased self-rule and improved production and internal debt control. However, the slow expansion of the business climate and growing unemployment are among the problems hurting the overall improvements in the economic picture.

U.S. grants duty-free treatment for West Bank/Gaza products

Article Abstract:

A presidential proclamation dated November 21, 1996 extended a duty-free treatment to all items produced in West Bank and Gaza Strip which have met the rules-of-origin requirements. The proclamation is actually a modification of the Harmonized Tariff Schedule, which contained limitation and renewal requirements for all imported products entering the US. The revision also provided that products exported from the West Bank and Gaza will not bear any special status concerning US health and safety standards.
