Privatization, the entrepreneurial sector, and growth in post-Comecon economies

Article Abstract:

Many large, established Comecon production institutions performed so well that they have little to gain by privatization. Small, entrepreneurial firms are most likely to benefit, and to provide impetus for improvements in production and innovation. Short-term hardships are inevitable, and four long-term developments also could affect the transition: the cost of converting an efficient system, the similarities of private planning procedures to those used by the state, the strength of small entrepreneurial enterprises, and the benefit of public funding for some institutions. A halt in privatization need not be detrimental to the market.

When privatization should be delayed: the effect of communist legacies on organizational and institutional reforms

Article Abstract:

An analysis of the early stages of post-socialist privatization reveals a pattern of growth among small firms and slow privatization of medium and large enterprises. This concentration in the nascent private sector may be necessary in the transitional stage, because it is this sector that creates market resources most efficiently. The use of a model shows that the poor resources and institutional conditions a transitional economy may inherit from a communist economy foster the pattern and make a case for the delay of privatization in some cases.
