Rate-of-return regulation and the behavior of return on equity for electric utilities

Article Abstract:

An analysis of the effects of rate-of-return regulation on the equity of electric utilities reveals that competition exerts more immediate effects on profit than regulation. The study also reveals that profit adjustment length is positively affected by incentive regulation and that this finding may be related to incentive policy as the profit adjustment horizon of utilities is longer than that of manufacturing industries.
