Restoring banking stability: beyond supervised capital requirements

Article Abstract:

It is important to consider why emerging markets are particularly vulnerable to financial problems. Particular emphasis must be placed on the considerable volatility suffered by emerging markets and on the potential for political involvement in bank regulation. It is common for political interference to play a significant role in widespread bank failure, especially in countries with a small political elite and where there is no strong democratic process or press freedom. Consideration must be given to ways of improving the incentives for key players in financial markets, and whether the use of blunt instruments may sometimes be appropriate.

FDICIA after five years

Article Abstract:

The Federal Deposit Insurance Corporation Improvement Act (FDCIA) of 1991 has been effective in leading the recovery of the US banking industry from its unprecedented downfall in 1990. The policy of structured early intervention and resolution instituted by the act has been particularly helpful for most banks. The thrift industry also manifested significant albeit slower rise in financial gain. The efficient implementation of the regulations set by FDCIA is expected to facilitate continued progress in the banking and thrift industries.

The repeal of Glass-Steagall and the advent of broad banking

Article Abstract:

The Gramm-Leach-Bliley Act, which was enacted on Nov 12, 1999, allows single holding firms to offer securities, banking and insurance. This legislation generally prevents state legislators from preventing banking firms from being involved in any of the financial activities allowed by the act.
