So whither reform? (Reflections on an article by J. Stiglitz)

Article Abstract:

This article was written in response to an article by Joseph Stiglitz, a former chief economist for the World Bank, concerning market transformation in the post-Washington Consensus era and criticising practical liberal reforms but not traditional liberalism; issues include the role of the state in market transformation, especially with regards to regulations, 'transparency' in privatization achieved through strict institutional frameworks, reform of financial sectors, the increasing inequality of incomes, and macroeconomic stability to ensure economic growth. The authors believe that microeconomics should be the model on which to build reforms, rather than relying on macroeconomics which do not suit the post-communist Russian situation.
