State financial policy in 1999
Article Abstract:
This article discusses the Russian government's response to and management of the August 1998 financial crisis, and provides an outline of the 1999 financial policy, including the International Monetary Fund's program for Russia. The authors assert that the crisis was a product of a decade of post-Soviet financial policies which included huge budget deficits, high exchange rates, and poor effectiveness of money and credit instruments; the subsequent academic dispute over the character of the crisis is explored, including the arguements of advocates for a currency nature and those for a debt nature.

How much rent does the federal budget get?
Article Abstract:
A study analyzing the extent of contribution of petrodollars to Russia's budget is presented. It may be recalled that after the financial crisis in 1998, Russia improved its public finances and brought down its budgetary deficit from 10 to 1 percent of GDP. The impact of high international oil prices on the said budgetary deficit is examined.
